About Civita
We answer to one person. You.
Civita is new, and we are not going to pretend otherwise. We are not a 25-year-old institution with a wall of logos. We are the independent, transparent alternative this industry has needed, built for how investment migration actually works in 2026, and structured so our advice is the only thing we sell.
Civita operates from the United States, with advisory coverage aligned to San Diego · London · Dubai business hours.
Why we exist
The honest answer is rarer than it should be.
In this market, the firm advising you is almost always paid by the program, the developer or the fund it points you toward. The advice and the sale are the same transaction, so the recommendation is never fully yours to trust.
Civita is built the other way around. You pay us for judgment, and that is the only money we take, so the answer you get is the real one, even when the real one is "not this, not now." A new firm cannot hand you a decade of case studies. What it can do is remove every reason to mislead you, and then show its work.
Why you can trust a new firm
We publish what others hide
Our fees and the commissions the rest of the industry quietly collects are both on the site, in writing. Transparency is not a feature here, it is the whole posture.
See how we get paidJudgment you can check
Every conclusion follows a public decision standard: current status, reviewed entry cash, alternatives, evidence, conflicts and a negative outcome when nothing appears to fit.
Audit the decision standardPaid by you, no one else
We take no commission from any government, developer or fund. The recommendation never moves our income, which is the one thing a commission-funded firm can never say.
The independence ruleRegulated work stays separate
We are the strategist and coordinator, not the law firm. Where professional coverage is confirmed and separately scoped, regulated work stays with independently engaged licensed lawyers, agents and tax advisers.
Start small, decide for yourself
You do not have to take anything on faith. The Program-Fit Report has a published $149 scope and fee. Checkout is temporarily paused while purchase terms and payment verification are finalized.

A published $149 orientation scope for comparing alternatives and reviewed entry-cash assumptions. Checkout is temporarily paused; launch availability requests remain open.
→02Strategy Session
We pressure-test the recommendation against your actual numbers and coordinate with your own advisers, before anything is committed.
→03Implementation
Where a program is within confirmed coverage, we can separately scope coordination with independently engaged licensed professionals. Their regulated work remains their responsibility.
→04Verified, always
Every figure carries the date it was last checked, because policy in this space moves monthly. The plan stays current as the world changes.
→From the founder
Civita is a young firm. Robert McCray founded it after briefly working with an investment-migration business and seeing how difficult it was to separate the advertised threshold from the full cash requirement, downside and sales incentives. The firm does not claim decades of institutional history. Its case has to be made through transparent methods, source-linked work and advice paid for by the client.
