What residency by investment buys
Residency by investment, the formal name for what most buyers call agolden visa, is a residence permit granted for a qualifying investment: a fund subscription, property, a business, or a deposit, depending on the country. It buys the right to live somewhere, usually with minimal obligation to actually do so, plus travel privileges (Schengen access, in most European programs) and a possible path to permanent residence and citizenship. This directory currently contains 22non-closed residence-program records.
It is not citizenship: the permit must be renewed, the investment usually maintained, and the passport, where reachable at all, sits years of legal residence away. Buyers who price these programs as passport purchases are buying thewrong product, which is why that comparison is the first question our reports answer.

The published minimum and reviewed model can represent different routes. Where shown, modeled entry cash covers two adults and two children (qualifying capital or contribution, government charges, due diligence and a stated professional-fee assumption) from the True Cost Index, in each program's operating currency. “Not yet modeled” means the official family schedule is not complete enough for Civita to publish a defensible total. Investment recovery is not assumed; each model names its specific route, limits and review date. Do not subtract the two columns as if they describe the same transaction.
Investment routes
Funds are the growth route: Portugal's program now runs through regulated fund subscriptions rather than property, and Hungary's distinct new GIP is fund-based. Saleable or redeemable only on the governing terms and at an uncertain value; ourfund-route guide covers fees, terms, and the questions that expose a weak fund.
Property remains the door in Greece, Cyprus, the UAE, Oman, Bahrain, Qatar and Saudi Arabia, with tiered thresholds, designated ownership zones, presence rules and real transaction costs the brochures skip.
Business and capital routes, from Latvia's company investment to Italy's startup option to the multimillion tiers in Singapore and New Zealand, price residence against active-economy commitments rather than passive capital.
Minimum stay, and what it buys
The table above carries each program's presence requirement, and the spread is the whole story: Greece and Hungary ask nothing to keep the permit, Portugal asks roughly a week a year, and citizenship-track residence anywhere demands genuine living. The trap sits in the middle: years on a zero-presence permit generally do not count toward a passport, so the cheapest presence rule and the fastest citizenship path are usually different programs. Permanent residence and citizenship paths
Some residence programs can support permanent residence after a qualifying period, often around five years; others remain renewable permits without the same progression. Citizenship moved further away in 2026: Portugal's new nationality law requires ten years of legal residence (seven for EU and CPLP nationals), counted from the first residence card, and Greece's seven-year track requires genuinely living there plus a language exam. Closures are part of the category
Spain ended its golden visa in 2025, Portugal removed property in 2023, the UK and Ireland closed their investor routes before that, and the EU keeps pressure on the rest. A program's closure risk belongs in the purchase decision, priced, not footnoted, and the repricing reaches beyond the EU: Gibraltar multiplied its Category 2 net-worth bar to 5 million pounds this year. Tax residence: the question under the question
A residence permit and tax residence are different things. Tax residence depends on the jurisdiction's day-count, home, personal-ties and treaty tests; 183 days is common but not universal. A low-stay permit generally does not decide the tax answer by itself, and it does not shelter obligations elsewhere. Golden visa is the popular name; residency by investment is the formal category. Both mean a residence permit granted for a qualifying investment. How much does residency by investment cost?+
Published minimums in Civita's current coverage run from about $19,000 for Thailand's entry membership tier to EUR 250,000 to 500,000 for several European routes and several million for Singapore or New Zealand. Government charges, due diligence and professional costs sit above the advertised figure. The True Cost Index publishes reviewed entry-cash models and their limits for covered routes; it does not assume invested capital returns at par.
Which countries still offer golden visas in 2026?+
Civita's currently tracked non-closed records include Portugal (funds, not property), Greece, Italy, Hungary, Latvia, Malta and Cyprus. Gulf coverage includes the UAE, Oman, Bahrain, Qatar and Saudi Arabia. Other tracked routes run from Panama and Thailand to investor tracks in the US and New Zealand. Do residence permits lead to citizenship?+
Sometimes, slowly, and the rules just moved. Portugal now requires ten years of legal residence for naturalization (seven for EU and CPLP nationals), counted from the first residence card. Greece requires seven years of genuine residence with a language exam. Zero-presence permits generally do not build naturalization rights by themselves: the passport requires actually living there, which is the single most misunderstood fact in this category.
Does a golden visa make me a tax resident?+
Not by itself in most cases. Tax residence depends on jurisdiction-specific day counts, home and personal-ties tests, domestic law and applicable treaties; 183 days is common but not universal. A residence permit can be relevant evidence without deciding the answer alone, and it does not displace obligations elsewhere.
